根據(jù)選舉規(guī)則，如果最終結(jié)果確認有效，率先獲得270張選舉人票的總統(tǒng)候選人獲勝。

11月7日，拜登發(fā)表聲明稱，對“勝選”結(jié)果感到非常榮幸。

北京時間8日上午9點，拜登在特拉華州威爾明頓市發(fā)表演說，承諾會讓美國重新團結(jié)起來，并將于下周一宣布一個由12名醫(yī)學專家組成的新冠疫情應(yīng)對團隊。

他表示，自己獲得7400萬張選票，足以證明“這是一場令人信服的勝利”。

He also pledged that he would announce a special 12 people task force to tackle COVID-19 on Monday.

In addition, he said, "people have spoken and delivered clear victory with a record of 74 million votes, bringing an outpouring of joy and hope."

但特朗普方面拒絕接受這一結(jié)果，稱還有州需要重新計票，并承諾將采取法律行動，保證結(jié)果合法性。

目前，美國幾個“關(guān)鍵州”的計票工作仍未完全結(jié)束，距離官方的最終計票結(jié)果公布還需要一段時間。

Donald Trump tweeted, "I won this election, by a lot!" However, Twitter slapped a warning on the message saying, "Official sources may not have called the race when this was tweeted."

拜登何時才能正式當選下屆美國總統(tǒng)？

根據(jù)美國法律，在美國聯(lián)邦總務(wù)署（General Services Administration）確認一方勝選后，美國總統(tǒng)權(quán)力移交工作才能正式開展。

而當下的形勢格外復雜。

一方面，美國媒體紛紛宣布拜登當選下屆美國總統(tǒng)，另一方面，特朗普否認敗選并宣稱要采取法律行動，且計票仍在進行。

截至目前，聯(lián)邦總務(wù)署尚未就競選結(jié)果發(fā)表正式聲明。

While multiple media outlets have declared him the winner of the election, the incumbent U.S. President Donald Trump has refused to concede and vowed for legal actions.

Before Bidens transition can officially move forward and before he can contact federal agencies or access the millions of dollars set aside for the transfer of power, he needs an "ascertainment" from the administrator of the General Services Administration (GSA) that he has truly won the presidency. So far, the GSA has only said that "an ascertainment has not yet been made" and it will continue to "abide by and fulfill all requirements under the law."
